It simply removes the conditions applied on Nuka-World Raiders (Disciples, Operators, The Pack), giving you all access to its units if you find it rather immersion-breaking having to enable cheat mode from the Command Radio Field Manual. Downside is after completion of Power Play you still have access units from the faction that you chose to eliminate.
