I looked up whether US money is paper or cloth, and the Bureau of Engraving and Printing website says "United States currency paper is composed of 75 percent cotton and 25 percent linen." So you can take your pick: if you want to get paper from money, download v. 1. If you want to get cloth (which is useful if you don't get a lot of cloth from other mods), download v. 2.
Would it be possible to do a combined patch for Gruffydd's Signs and Posters, Gruffydd's Signs Of The Times, and Perk Chart Poster patches? Trying to save plugin space.
I have to get some other work done tonight and tomorrow first, so it might be faster for you to combine plugins with FO4Edit than wait for me. Maybe it'd help with your plugin situation to combine other plugins with FO4Edit too.
Now, there may be talk of Cellucotton. The basic source of what would be Kotex and Kleenex, Cellucotton was a WWII paper substitute derived from (as you might have guessed) cotton and there was rather a lot of it left over when rationing ended and everyone went back to using paper for paper.
The first attempts to repurpose the stuff went a bit awry but these folks really wanted to avoid being stuck with useless cellucotton. The handkerchief notion became a disposable sheet you blew your nose on (Kleenex) while the feminine needs product (Kotex) was sold with discretion including by dispenser in restrooms.
Bethesda could very easily have said that the Resource Wars got so Cellucotton was again used as paper and set all the plant-based scrap as giving paper as well as scrap. In fact... they should have done.
Never heard of it. When I made this in January, I was pretty sure people would want paper, but I guess not. I tried contacting some creators of poster mods for permission to make patches (I figured that's what you had to do to avoid trouble), but only some bothered to reply and a lot of Homemaker's wallpapers have metal rivets, so I'm not sure those count.
Nice job on this mod and it makes sense too. This barely has any attention though. If I make a mod involving paper in the future, I'll make sure to incorporate your paper component in some way, and will mention this to other mods that should be using paper.
Loving the lite version! Came here to say I like the idea but now it's really hard to find cloth (I make clothing for my settlers) but saw your updates! Thank you!!
Added a new "lite" version so you can get cloth from the usual sources (newspapers, cigars, etc), but get paper from useless trash sources like burnt books and folders, and also by scrapping boxes of papers at settlements.
While poking around, I actually found a sound effect for a paper component, so maybe at one time they'd intended to put paper in. It's interesting finding stuff like that.
Would be a cool mod if you added other random cloth items. As it stands, those items constitute half of the "cloth" in the game and without them, cloth would become a little scarce.
Hopefully changing pre-war money back to cloth will help a little. I forgot how scarce cloth could be since I got the mod "Spring Cleaning," which yields lots of cloth from garbage piles, and "Armorsmith Extended" lets you scrap clothes.
EDIT: Added "lite" version of mod that only affects useless items that contain no components (except for boxes of paper), so you can keep getting cloth from usual sources.
I made the paper component for other mods makers to use for crafting paper goods like posters. I fixed the description, so hopefully it'll be less confusing.

That mod author also uses a paper component but hasn't found an application for it yet. Just thought it was interesting.
