All the tactical guys from different organizations in Resident Evil wear all kinds of tactical gear across different games (like real life) so there's not really a single "uniform look" for any of them really.
I have tried messing with load order and re-installing but to no avail.
That's it? You didn't try using the resurrect command on them to be sure, or spawning in guards to check, or starting a new game and checking if they're wearing it then?
If they're naked, that means the replacer work but the outfits aren't showing up. Did you try to open up their inventory and wearing the outfits?
started a new game already and tried the resurrect. still nude bro
But did you check their inventory to see if anything is there and try wearing their outfits though?
The only other thing I can think of is either a master file was altered (you claim that you're able to "craft" the outfits and wear them) or that your FO4 isn't up to date.
The last check would be to do a clean re-install of the Umbrella Corps mod.
