I would have to mess around with scripts for most if not all of those, which I am not good at, haven't done papyrus yet, and do not have the time to jump into another language. I might at some point if I decide to give myself an aneurysm, but for now, that is way above what I can do.
Also "What it should have been" is pretty subjective, you ask 100 people what that means, there's gonna be 100 different answers
i see your point it's just that fallout 4 has mechanics that are like a single player fps rts hybrid and it's frustrating that fallout 4 fails at so many things

Jokes aside, yes the game isn't perfect. But modders have done alot to make the game better, and arguable much better than what it could have been anyways. The game has been out for almost a decade now, and has been modded for all that time. That has bred a whole lot of good mods, not to mention a constant supply of content, that has led to you being able to treat the game pretty much as a sandbox with a couple BGS quirks in it. And that is arguable better, with enough know-how people can make the game they want, instead of playing some predefined game. Which in my eyes is pretty good, hence why I spend so long making mods for it and contributing what little I can. Again going back to what I said before, "what the game should have been" is pretty subjective, and at the end of the day insignificant for me atleast. I can make the perfect game that I want and actually enjoy playing through mods, so the game not being what it should have been ultimately never bothers me, and admittedly that never even crossed my mind.

strip the game down to it's core and remake it to what it should have been
fallout 4 has so much wasted potential and is flawed by design
core ideas should be rebuilding, crafting and army leading
settlements are a interesting idea but it's execution is lazy and poorly thought out
crafting is better though it could be expanded upon
and the minutemen are a great idea if you didn't have to do all the grunt work despite being the general
