You can find him at the BioScience section of the Institute.
You need to "join" the Institute to recruit him. This happens when Father tells you that the Institute is your home as much as his, shortly after arriving there for the first time
There is a holotape in BioScience that can reset hiss allegiances and make sure that he listens to you even if you make an enemy of the institute. Yes - this means that once your recruit him you can keep him as a companion even after you betray the Institute.
You can kill him if he turns against you. You just have to make sure he's not your active companion at the time, such as by hiring a different one.
He uses an institute laser pistol.
The courser uses the generic Courser voice.
You can use him as a settler, of course.
