about to start a new run and going to use these plans but one thing SS2 does poorly is describing when plans are useful. Do I need to complete the entire quest line and open everything or do plots just not work right until I open them in the quest? (like a store or hospital and then the advanced plots that the quests open for plagues and stuff) I've had SS2 break after hours in the early days so gunshy if this seems a stupid question.
