Not until FallUI - HUD itself is on Bethesda.net. If you just use it for yourself and don't upload it, I guess you could try to port FallUI to Xbox and use my preset without MCM (see "How to use FallUI HUD without MCM" part on FallUI-HUD's description page).
Yeah, I see it happens on the Plus version. However seems like it's original FNV preset's problem, and I know nothing of the matter. Some other people noticed this problem can be found in the FNV preset's bug report section. Let's hope author can fix it soon.
Figured out a temporary fix for this until the FNV preset's compass issue has been fixed If you run this with Baka Power Armor HUD and Baka Fullscreen Pip-Boy (which is it's dependency),you get the FNV compass working while entering and exiting power armor at the cost of the Power Armor's unique HUD Not a bad trade-off considering I'm a third person player and I so much prefer seeing the New Vegas HUD all the time rather than the Power Armor one
Yeah the level-up text positioning was a mistake on my part, but I'm not planning to fiddle with this mod page any further. Level up text can't be moved separately so first move the whole xp box part then move the other elements out of level up text's way (xp bar, number, and bracket)
As for the slight visual difference between the OG design, I think it's mainly because of the size difference of some kinda cap/slope at the end of the bar brackets, but I couldn't figure out how to increase it without messing up other brackets so that's that.
"first move the whole xp box part then move the other elements out of level up text's way"
thanks, got it working

I was actually referring to how in new vegas there is the decorative bracket around the xp bar, and then a separate one around the xp numbers. similar to how the AP bar and the ammo counter each have their own decorative brackets. https://static.wikia.nocookie.net/fnvdust/images/0/01/XPGained.jpg/revision/latest?cb=20200531180613
Its just a pet peeve, but as you've stated your done working on the mod ill just have to live with it.
Oh that one... Yeah at first I tried to replicate it but eventually gave up. As far as I remember it wasn't possible to have a second bracket for the XP numbers and text. If m8r98a4f2 adds double brackets then it could be done but I don't think that's gonna happen anytime soon
I've never used ihud so I'm not 100% sure but try checking/unchecking the "Permanently visible" in FallUI's edit mode. It's only for the HP & AP bar and ammo counter.

For some reason the "Level Up!" text is offset to the right of the bar and I can't figure out how to edit its position.
I also realised the design for the bar in vanilla new vegas is slightly different from how you have it:
