They ought to be dropping at level 5 in most pools, but its decently rare depending on modding environment. As much as I would love to have it spawn on all raiders, 100% spawnrate does not give it 100% spawnrate, it just drops it into your existing LL pool. apologies on the late response, irl stuff and I didn't get a notification
