The settlers and their outfits are not included. I just put them in the pics as an example how you can build it.

I recommend Settler builder for fast/easy population builds especially for the girls ( u can use SLM on them if you have the right version of settler builder and so make them hotties via presets).

But settler builder generates them at game settler default of level 2, which is fine to be hotties picking fruits and vegetables but unsuitable to be troops.
So I also use Better Settlers and that "hooks" into the male settlers I spawn via cheat console. Level 25 or 40 depending on install choices. It also makes them mortal so they will need those extra levels.

If you want slooty but still immersive, vtaw 8 or 9 has those blue aprons. That show a lot but could be actual farm outfits in some universe, especially if u add bras or panties (which I dont always do).
And if you have travelled , you will know that all over the world barmaids are often dressed revealingly. So my barmaids always get very short club style dresses

Project Mojave we can make our own content. For example I have lavishly (with my divine user powers) equipped this settlement with enough goodies, (water, food, plenty of working power armors, goodie spanwing boxes, all the money making shops and most of the available crafting stations) to be dominant in the valley for generations to come.
I also like the navmeshing in Ivanpah racetrack.
Keeps my settler farm girls walking around safely inside the interior and only my well armed and armored  guards patrol the borders, in my mind thats superior navmeshing.

Also dont forget Wolfmans expansion of PM which this settlment is 100% compatible with.

      Aprons but done sexy:

Also dont forget, Project Mojave Revitalization redux is out now, which adds a lot of content and extra explorable lands/areas to this worldspace.
      100% compatible with this settlement:

Thanks Man! Love to hear the feedback. :)
There is a lot of exploring through houses and warehouses in there and things to find

Also the sandboxing for the settlers is great IMO, since the settelment area is so large.
If you want to keep your NPC girls safe assign them to the crops and they will sandbox in the middle with them and not go on walks outside the perimeter. and the perimeter is huge so that helps with keeping women and children safe inside.
And your guards man the marked spots closer to the perimeter keeping everone safe so they are the only ones that will sandbox near the perimter.

I like to make my settlements large and functional, but not so beautiful that they break the post apocalyptic immersion.

PS: Just make sure you have the requirements needed for the houses otherwise the furniture will be there floating in mid air :D

Please let me know if the download and installation for the file into Blueprints worked out.
Since I already have the same file installed in my TFB its hard for me to check. :)

PS: I generally use QuickStart settlement Gizmo for my power needs but that mod is currently set to hidden so I could not/would not, list it as a requirement.
So instead I added 2 Medium Vanilla generators, one supplying the water pumps, post office and settler radio in one location and the other the bakery. If you want more power and lights I have a tons of candles all over the settlement in additon to more electrical lights that are just waiting for power
But if you happen to have QuickStart Settlement Gizmo installed, this TFB will make use of it (I did not uninstall the existing units), if not, you may get an "missing .esp" message during import , please simply ignore it and then use the supplied generators instead.

PS2: I still have one Enclave object. The requirement "Remnants bunker", for those who want to control bloat; it can be safely skipped and the error message during import ignored, as it provides only a single object.
