At the end of the day all you really need are Looks menu+looks menu CC+(sometimes)extended facial sculpting for all presets. Everything else on the lists are there to help you get the advertised look with minimum tweaking from your end.
As Sap mentioned, you don't need all of the requirements. Wally's presets are easy enough to download and load up in looks menu to determine if they are worthwhile or not. I have a solid amount of looks menu related mods, but not the large packs he requires. All work reasonably well if you know how to adjust them based on what you like. I wish he'd revisit his Sasha one, but that's for another topic :D

I use vtaw and lazman clothes on female NPCs in my settlements and they look great
