This mod prevents a savegame from loading (game will be stuck in Mainmenu-loading screen. I only uses recommended and optional mods from ss2 wiki, all up to date.

Depending on where you saved, you might be experiencing the Triangle of Death - with several settlements all trying to load up when you attempt to load your save. Might need to load a previous save not located near Red Rocket/Abernathy/Sanctuary.
You glorious bastard. You are hands down the king of city planning. May cities around the world beg and grovel at your feet for your services, from London to Beijing.
I loved your work, I have sanctuary set as a big farm for both food and water, so most barricades and defense posts, but not much besides that. So your city plan for Red rocket is just perfect, that's the main place, and will work as protection so no one can reach sanctuary, at least not from concord.
I thought I might add for others reading this; The file is an esl, so doesn't count to the plugin limit like esp files (unless you reach 2048 or something esl's?) Also no BA2 so no worries with the archive limits.
What may be an issue for plugins/archives would be if you need to load up additional Add-ons to get the same look as the pictures.
Hiya, I'll start with the basics in case that is where you are at.
The file is basically a set of instructions that, when run, place all the objects it contains in a certain position in the world. To run the file you need to have the Sim Settlements 2 (SS2) mod. Check out the SS2 wiki for a lot of info. Within the objects are plots, many of which require further mods (Add-On mods as listed in the description) to get what is seen in the pictures.
SS2 has a quest line which you need to progress through to 'unlock' city plans, which allow the placement of a city planner desk from the build menu in a settlement. There is also options (cheats) on the SS2 Holo tape to unlock different parts of SS2. Using the manage option from the city planner desk enables you to select any city plans you may have in your load order. (some locations may be locked until quests are completed). Initially you will have access to the 2 city plan versions, one is what you see is what you get, the other starts off as a partially built rough settlement, and over time as (SS2) resources build up and settler happiness increases, the city plan will level up (Foundation level > Level 1 > Level 2 > Level 3) As you progress into Chapter 3 in the SS2 questline you will be able to place a War Planner desk. Once placed in a settlement you can convert it to an Outpost. Now if you go to the city planner desk you will have the options to build any of the 4 versions contained in the file.
This looks amazing, and the only reason I'm iffy about putting it up is the Triangle of Death. If it weren't for that, this would be -exactly- the kind of thing I want Red Rocket to be set up as!
But hey, you could build the single level plan, then remove it at the city planner desk. and they do on a scrapping spree to get rid of a number of the plots (to help bring down the settler count) and excess objects
Firstly, can I just say how insanely impressive this city plan looks? It's phenomenal. I am blown away at how high quality it is. Actually very tempted to use this in my own game over my own personal design. But if nothing else, you have definitely given me some inspiration on style and such! Incredible work!
this is pretty crazy looking I like it. it's like a welcome to sanctuary spot/stop before proceeding. really wish there was a way to fix the whole triangle of doom as a fully built redrocket/sanctuary as a continuous plan would be awesome.
Yeah that would be good to have the game not sputter and shake with the settlements. I sort of thought of this build as a 'gatehouse' to Sanctuary hence the fences all the way to the bridge (and the Sanctuary sign as you come up from Concord).

I'm picturing water plants along the river, and terrace farms up the sloping ground to the houses.
