Oddly, I've retrieved the armor and investigated the site, but the quest is still tagged in the Misc section and cannot be untagged for some reason. Not a big bug but it's still not likely supposed to do that?
Okay, so, the quest completion of the quest is triggered by a trigger box set around the area that sets the quest to it's final stage. I double checked that the box works and the box itself is quite sizeable so it definitely should kick in at least by the time you're next to the power armor.
However the trigger box itself can only be triggered by the player character to avoid the NPCs in the area from finishing the quest before you reach the PA. Therefore if you have any mods that alter that same area or makes the character you play as not count as the player character, the box might not be there or react to you.
There is a console command to advance quest stages, if you know how to use the commands you might be able to use them to trigger the final quest stage.
Interesting. I'll have to check to make sure, since I'm using quite a few settlement mods individually across the area. I don't THINK there's one close enough to it, to have changed it, but without a map marker here to compare it outside the game I'll check next time I'm back in the commonwealth. Still love the jingling AND the set decoration for the crew :D
I have the same problem. It says in the console that the quest stage is 20 and for the quest objective it says "10 Retrieve the Northern Lights Power Armor DISPLAYED". If I use the "complete quest" command it doesn't do anything.

It's a far more accurate recreation of the power armor that's available in Fallout 76, right down to the fact you get sleigh bells with every footstep. The mod you linked is just a power armor with Christmas lights.
