Level 0 - 15 Pop
Level 1 - 25 Pop
Level 2 - 40 Pop - Have your own Superheroine in a "secret" lair!
Level 3 - 60 Pop
Has very light industrial - its meant to be a part of a network.
Some suggestions;
Use Clean My Settlement Redux to remove the bushes. I tried to work around them but I gave up in the end. I hate those things :P
Go to the settlement workbench, manage workbench, Power Tools - Select Convert Settlement to Faux Powered.
Suggested SS2 Settings
Designers Choice - On
Self-Powered Objects - On
Starting Plot Levels - On
Visitors - Disabled
Your not required to use the plans I have in the design but the outcome will be much more random if you dont :)
