You may take a look at Spawnable Unique Settlers or Spawnable Unique Minutemen Settlers. I have use the first one for years alone with a mod that has does all the overhead in keeping track of the used ids. It was called Spawnable Unique Settler button.
Haha. No, that's the Cheat Bunker. I wanted a nice, isolated space to get the customization shot, so I went to the Bunker instead of using console commands.
