thank you for the response. is it possible to get an explanation of how this rating works? like is -1 good for molerats-dogs etc., and -2 for ghouls and humans etc? i ask because i was thinking if it is naturally set to -1 instead of -2 in the mod that still gives a reason to add the mods on armor pieces. im fully guessing at how it works tho so thats why i ask. ty

I will use the pneumatic armor module as an example first. This is effective as stagger immunity against bash attacks and 1 handed normal attacks, and reduces stagger magnitude by -1 to power attacks and other factors.
So, in the case of human vs human, stagger immunity is as follows. -1 works for bash attack and 1 handed normal attack. -2 works for everything except 2 handed power attacks. -3 is probably 100% stagger immune for vs human.
Stagger magnitude comes from attack data, weapon(or unarmed) data, and some have additional stagger effects attached. These stagger magnitudes are added as integers or small/medium/large (probably 1/2/3) depending on their purpose, but there may be other factors or exceptions. E.g. Dog's forward power attack has a large stagger. I'm not sure if this is a bug or not, so this is not something I want to fix for now.
