I checked that mod and at first glance I can say it is compatible. Weapons of Fate modifies ballistic ammo. It also has a list of ammo types that it changes and neither plasma nor gamma is in it. Also plasma and gamma isn't really considered ballistic even though plasma does do ballistic damage.
I also saw it has a Robco Patcher version which utilizes Robco Patcher to apply the changes to the ammo types via script, or whatever it uses, so it won't conflict with anything that changes the ammo projectiles. But don't take my word for it I don't use it I just checked the mod pages.
I have a compatibility section for anyone who wants to check with FO4Edit.
