Overview
Cold weathers have Nuclear Winter effects when using custom weather mods (NAC X and more!).
Description
Adds cold weathers to Nuclear Winter form lists for temperatures, shaders, and winds.
To determine nuclear winter wind class for cold weathers, convert wind speed from xedit range (0-255) to mph range (0-72) and compare it with wind class form list descriptions. Full wind speed is 72 mph, which is just below category 1 on the saffir-simpson hurricane wind scale.
