   the reason egret does not show up is because you need to take it from gunners as part of the "Art of war" questline

   It is not showing in the settlement build list.
   I'm in chapter 3 State of War.

      The settlement will have to be designated as an outpost before it will show up.  If that does not fix it, you may have a mod conflict.

   not showing in settlement build list, do you need to start chapter 3 before it will show. started a new playthrough so still in chapter 1, also what creation club items were used, I have some.

      Yes, It will have to be after finishing the Art of War quests in Chapter 3 and the settlement will have to be designated as an outpost.
