Use this AFTER you started a new game and LEFT Vault 111
=> Seems to struggle otherwise with the Game Engine in creating NPC Files which could lead for some users to dead travelling-merchants and some other specific NPCs
Excuse the long post but I am putting this potential fix here along with a couple other mods that use RobCo patcher namely NPCs use items, Chemfluence, smarter companions and NPC scaling as they basically involve NPC stats. It is possible Dank_ECO.esp.ini may be involved due to the no clothes issue but don't know.
Essentially,for some reason, when starting a new game a variety of issues crop up that pretty much ruin the playthrough: 1) - ALL travelling merchants are dead and cannot be revived except Carla who will not respond or trade. In examing FO4edit she is the only one with a health bonus all others are zero. If you give the other merchants health they do not die but still won't interact. 2) - No one in Bunker Hill will interact with you except Kay 3) - All Children of Atom in the Crater are dead 4) - Virgil is missing from the cave and likely dead. 5) - all other areas I looked at seem fine and I did not check Far Harbour or Nuka World. 5) - Not really an issue but all dead NPCs have no clothes...
As several mini quests and main quests depend on these NPCs it is a game stopper and depending on your play style it could be many hours of playtime before finding this out and there is no way to backtrack. I have tried: - multiple starts, - verified game files, - rechecked all mods before figuring it was something to do with mods using address library.
I have theoretically narrowed it down to four above but cannot find the smoking gun that causes the issue even after hours of going through each script and FO4edit. What i finally found is by turning off RobCo patcher and creating character, starting game, then saving. You can exit the game, re-enable Robco patcher and carryon. Everything works fine as it should.
As mentioned I cannot find the smoking gun and as everyone's load order, mod types are different - it could be just me. I do note no one else has mentioned the issue but if it helps anyone then go for it.
Seems you´re not alone and although I can´t reproduce it (worked for me now as I started a new testgame) I will sticky a message with your recommendation to activate this mod later.
I like a bit of scaling, but I also like being able to feel skill progression by becoming relatively stronger. Wish there was a mod that made scaling to a point, but with diminishing returns beyond. And also with an added spawn mechanic for more enemies as opposed to bullet sponges.
If you don’t use this mod, but the encounter zone recalculation mod and 4est gimps NPC scaling, the NPC will stop leveling at a certain point. For more NPCs take a look at SKK Random Encounter Manager and perhaps use PANPC from Greslin Discord which can also add NPC during fights.
To prevent bullet sponges we use Scourge and True Damage
Thanks for your reply. Didn't know PANPC had that feature, was thinking to keep my script load low, but may rethink it - now that it sounds more juicy :)
for some reason using this everyone is just spawning as level 1000 instead of my level lol edit: ok so i need the latest version of robco patcher, its working great now
How should this mod breake ss2? It only affects the level and allows the recalculation of the NPC stats at higher level. You can check the .ini file
and if you would be at our discord, you would have seen that there are a few users with the same problem (Jack did not appear) and none of those users has this mod here installed
I am sorry guys, I just don't know where to look (tried googling, reddit and nexus already) can y'all help me find a mod for settler level scaling or does this effect it already?

Yes. The same thing happened to me. After I uninstalled SS2 it started working again.
