It had a ground model when I tested it, even with vanilla. I'll get a picture at some point today and add it to the screen shots.
Edit: Decided to add the screen shot now so I wouldn't forget later.
Edit #2: Regarding the ground model, I'm assuming you're referring to the claim in VIL Bandolier that there isn't a ground model. I took a look at it with fo4edit, and although everything looks correct, it isn't. The author recreated the bandolier by copying its data into a new base record, which is fine, but the original bandolier and Cait's corset have a connection. The VIL Bandolier, due to it being a new base record, is only partly connected (the corset calls to the original, not VIL version), so it can't produce a ground model. My mod simply makes Cait's default outfit call on both the corset and the original bandolier, leaving the connection fully intact.

You can spawn it with player.additem 001921D8, trade with Cait to add it to her invetory and equit it with T.
Craftable Companion Outfits
Does it have a model when dropped btw? Vanilla it doesn't, so i wonder if you tinkered with it or just added it to her outfit.
Great job!
