This works better than the orignal patches by swedd which had balance issues.
Looking at the comments of the thuggyverse 1.9 horizon patches I assume you haven't changed the balance so it could be horizon 1.9 removing automatic receivers which makes the enclave of OAR , ini tec of fusion city and vault tec of OAR much more in line with horizon. Either way a recommended patch and endorsed.
