Wasn't satisfied with the current options so I made my own.
Unfortunately claiming new settlements is tied to radiant quests so you will have to use the console, but it is quite simple and bug free in my testing.
there is one alternative that actually NAMES itself as you request .. 'The Minutemen Radiant Quests Unowned Settlement Only' .. I actually just installed the alternate one 3 days ago .. then i pushed hard to unlock the last remaining unowned settlements.. and it was s.w.e.e.t. when Preston said "as usual i have something else for you" .. then like a buggy robot his head jerked to the right and he said nothing else and no quest showed up on my pipboy :) I was almost FLOATING as i then assigned that 'malicious Occult' general to a regular Guard position ..
but although what i installed appears to be working correctly, the INSTALL of the simple PEX replacer file had scant tutorials but i found a logical way to install it :) just in case.. I ended up in THIS mod preparing for a "backup technique" mods like this should have been all over the place for 14 years already :( so i heartedly endorse ALL similar endeavors :)
I'm sure there's a way to do it, maybe the mod Drivinghard recommends, but the Fallout 4 Creation Kit is a buggy mess that likes to crash a lot and barely works so I'm not going to try making it.

As long as you aren't intending to END the game with the Minutemen, it will work fine for you.
The Form Ranks quest won't start as far as I know, so The Castle never gets attacked by the Institute and I'm not sure how to fix it.
I killed the settlers in Tenpines Bluff which ruined the faction relation with Minutemen on the technical side.
This resulted in the value of MinutemenOwnedSettlements being 3 instead of 4 and could not start Taking Independence.
I fixed this by starting the quest manually with console using setstage 0003A457 0
There may be any issue with the Form Ranks quest starting in a similar way, I'll share more once I come across it.
A simple way to fix this would be to change the quest requirements in the Creation Kit, but I have looked and cannot seem to find it.
If I do, I will upload a fix.
