Preston can be used as a normal companion once all of these are done and he will not ask for any assistance regarding settlements.
Once you have 4 settlements you can start Taking Independence by talking with Preston and do the entire Minutemen questline if you want to.
8 settlements are required for the Form Ranks quest to start as well as hostility with other factions.
NOTE: In order to claim new settlements that have settlers already moved in, you will have to either kill them or use console commands. Settlements without settlers moved in can be claimed normally.
If you don't want to kill them, open console (~), click on the workshop, and use setpv OwnedByPlayer True to claim it.
If you have any issues trading with settlers, simply leave the area for a bit and come back and they will fix themselves.
