      Go to the data folder and edit the fallout4.ini .
      Change the line that says
      
      sResourceDataDirsFinal=STRINGS\
      
      to
      
      sResourceDataDirsFinal=STRINGS\,TEXTURES\
      
      or more if you have other mods that depend on it.
      Then create the textures folder and in there a sky folder and put the .dds in there (all)
