You might have reached the BA2 limit. Did you try removing or merging some BA2 archives? Only for testing, move some BA2 archives from "Fallout 4/Data" to another folder and see if the game can load afterward. (Preferably not the archives of interface or scripted mods).
As I understand it, the newest Buffout version, removes this pesky limit. Just FYI. Other than that, alot of the smaller mods, can be unpacked, and loads just fine with loose files instead, need to be cautious, not to unpack alot of ba2's containing files with identical names though, as that can easy mess things up.. Also, the more loose files you got, the more time your game will need to load em all.. Ba2 load far faster. So avoid unpacking large settlement item mods for example, will make your settlement menu really chompy, even with fixes and boosts to it.

you are better off extracting like mod bsa\ba2's and combining assets and then creating a single new bsa\ba2 archive If you hit the archive limit, then leaving everything as loose files since FO4 loads archives way faster. I've done this with a lot of mesh\texture replacers as well as other assets and it works just fine provided you use some common sense. merge the assets in the order they would load in game so overwritten assets get overwritten in the proper order.
