~~I'm wondering this as well. I love the clouds and distant mountain fogs but I already have too much fog going on because of True Storms. I'd like to be able to turn off or remove the close 2d fogs if possible.~~
Nevermind, figured it out. With this mod installed, navigate to your ...\Fallout 4\Data\meshes\Effects\Radiant folder and remove the 3 files in there:
I use only the cloud textures from this mod, Data> Textures> Sky (Preview file contents) pop the extracted Textures into the Sky folder & your good to go : ) if you plan on using say Vivid Weathers (like me) later remember to remove them as Vivid is packed & the loose cloud textures will over wright any textures deployed by Vivid, but you could always see what kind of effect they have mixed & still remove them later if you think they look a bit out of place as they're just textures.
Taking your advice a step further, I downloaded manually and then deleted them from the zip, so if I ever need to reinstall, I won't need to remember what I removed. :)
can someone help me out? something seems a bit off here. I had the same problem with a different cloud mod before. Atm I'm doing a fresh installment on a new PC with only a few mods by now and in testing phase. I don't really have a mod that would conflict with RC. Maybe Vivid Weathers? On the picture i just came fresh out of the vault.
Nevermind, i burried Vivid Weathers and installed Polluted Climate, now it works
Clouds looks fantastic, fog looks bad IMO. It's the way it follows my mouse movements that ruins it for me. Wish there was a separate version, but oh well.

Got a patch for Radiant Clouds and True Storms here: https://www.nexusmods.com/fallout4/mods/77043?tab=files
Search the page for "Radiant" until it comes up. There may be more patches down the road. Hope it helps.
Nevermind, figured it out. With this mod installed, navigate to your ...\Fallout 4\Data\meshes\Effects\Radiant folder and remove the 3 files in there:
Fog_med.nif (3 kb)
Fog_strong.nif (3 kb)
Fog_thin.nif (3 kb)
Backup your files and saves obviously but this worked without a hitch for me.
Does it run for you?
