So this is mod number 2 for me. I am as noob as it gets in every manner of thinking in the modding game. The entire credit for the installer goes to sherb38607 (http://www.nexusmods.com/fallout4/users/1385965) which I lifted from his awesome flag mod and modified for my own use. Thanks for the leg up in my learning process!
I installed and used GIMP for the first time and from that have an amalgmation and retexture of one of the flags from the game and mod. I'm not really sure which one it was (I think it's the U.S one, sorry guys!) so upload this at your own risk. Backup your saves always...especially with anything I create!!!! It is also possible it just adds an extra flag, I really don't know because I'm doing this a bit gung-ho as I learn. Advice on how to make sure it is an addition rather than a replacement would be awesome, anyone?
Best bet is to just install it using the Nexus Manager, that little program is really quite nifty. But if you insit on manual install just copy and merge the contents of the "UFP1" folder from the archive into your main Fallout/Data/ location. See here for more info;

To-Do List for the near future, not in chronological order;
1) Standalone
2) Add flags instead of re-texture existing ones (same as SA?)
3) Klingon
4) Romulan
5) Section 31
6) Starfleet Academy
7) Basic Starfleet Logo/Embossed/Statue
8) New wall texture like forcefield that will activate and deactivate as (hopefully) expected.
