PANPC would "work" with it! PANPC uses scripts which work "on top" of the vanilla-combat system. And as Greslin said, "he did a hell of a lot of testing with PANPC, and the baseline I use for testing is the vanilla game as Bethesda shipped it."
So I would say, sure you can try both together, I use both and it works great!
PACE (can be used without PANPC) is compatible and I use it myself. That is also a reason, why I did not implement Companions into my mod.
