Adds Government Seals to the game as settlement items

Requirements
Permissions and credits
Adds 30 Government Seals to construct in the workshop. They are found under the paintings tab.
They include 16 normal seals:
-Presidential Seal
-Vice President Seal
-Congress Seal
-Senate Seal
-House of Representatives Seal
-Department of the Treasury Seal
-Department of State Seal
-Department of Defence Seal
-Department of Agriculture Seal
-Department of Energy Seal
-Department of Interior Seal
-Department of Justice Seal
-Department of Labour Seal
-Department of the Army Seal
-Department of the Airforce Seal
-Department of the Navy Seal

And 14 Enclave seals (courtesy of Theseus on discord who kindly allowed me to include his designs in this mod):
