Changes:
Balanced armors
Created "Settler Only" clothing with high stats to compare to Horizon's companion armor.
Removed most legendary effects except for a few armor mods that require late game components.
Nerfed "Fast Mags" reload speed, and replaced "Medic's" low HP time slow with increased healing.
Edited item descriptions.
To-do:
Further balance armors between Galac-Tac, Galac-Tac Lite, and Heavy Soft Armors.
