They keep shooting targets from far away cover, and it does almost 0 damage. Seriously, this is bad Combat AI. 

This mod only edits "ProjectileShotgun [PROJ:0001F674]" (+"ProjectileShotgunSuppressor [PROJ:001F1C3F]") and changes the range from 10000 to 1000. No more Raiders shooting shotguns out of range.

The reason the Forged faction was better than the Raider faction was the projectile range. The Flamer has 256/512/1024 range (BTW, Cryolator has 768), but the Shotgun has 10000 range (same as all other bullets). This was enough to make them behave strangely.

This does not apply if the shotgun has Incendiary or Explosive legendary, because it overrides projectile. Well, this mod doesn't focus on buffs or nerfs.

This mod does not edit AI or weapons, only the projectile is edited, usually it's just a visual effect.
