Yes, with fo4edit or your mod manager. Which may help you or not.
The file is an ESL-flagged ESP file, so you can just open it up, highlight the "File Header" section, go to the "Record Flags (sorted)" entry, and untick the ESL option

If the file is .esl, you can just rename it to .esp.

With your mod manager, there should be the function in the "plugins" section where you can untick/tick the ESL flag

The RR NPCs I'm talking about, like Drummer Boy or Doctor Carrington, uses the generic outfit lists that other regular NPCs use so I had to change their outfits by directly editing their NPC entry which may cause conflicts with NPC overhauls that changes their appearance or stats.
