Railroad Travel Agent
Features
Use the "Railroad Signal" and a railroad agent will appear.
He can guide you to various inner city locations.
Place one Endpoint A at the place you want, place Endpoint B wherever you want.

There's a rowboat and a pondboat, so you can have two separate boats!
Pros (in comparison to the Vertibird)
He's free, no need to rebuy flares.
It's fast travel, so you don't need to fly over the city.
Cons (in comparison to the Vertibird)
He can only bring you to a limited amount of places,
most of them in the inner city.
While in a fight he's useless for escaping, because you'd need to talk to him first
You need to be allied to the railroad or he will attack you
