You need to deconstruct a gif to single images (loads of free sites for that)
I recommend 4 to 8 "copies" per images or they are way to fast
You need 256 images of 512x512 Pixels I recommend leave a ~10 pixel border for hand movement
Arrange them in a 16x16 grid and save as a single .dds.

I use Paint.net (free) for image manipilation.
Rename them - Windows Explorer does a Ok job as I need Em as Image (1) , Image (2) ... Image (512)
And in Xnview (free) I selected them all (making sure that the file names are in the correct order) In menu - Create > Contact Sheet Set Width and Height to 8192 Set Margins AND Spacings to 0 and in Colum and Row to 16 Create and wait for images to show Then File > Save as... and Choose .DDS

When Using Vortex you need to go to your fall out, NOT your staging / vortex folder. Navigate to ....\Fallout 4\Data\Textures\BTSU And replace the BTSUGIF_D.dds and OverchargeGIF_D.dds with your file.
Hi, I'm having an issue, I play a male Sole Survivor and there's quite a large seam gap between the gloves and the forearm in first person, any idea how to fix it?
Edit: seems to be less an issue with the gloves and more and issue with the militarized minutemen rolled up sleeves, ignore this.
