House area has a custom navmesh. Followers will behave relatively intelligently around it.

Removed the house interior. If you have that ESL, delete it.
Enlarged the build area. It now includes almost all the empty space between points-of-interest.

Added an ESL which contains the house interior. Presently just an empty room. Doors are linked.
Reviewed Settlement keywords with a fine-toothed comb. Made some adjustments.
Most importantly, changed ownership from Automatic to Triggered. I believe the fact that the trigger event never fired confused some systems such as SS2.
