In the video at 0.13 you can see the NPC aiming and then firing the gun all while pointing it at the ground , i have seen very few people adress this issue on the nexus it also happens to vanilla weapons like the laser musket and weapons mods like the Mosin Nagant , M1 Garand , Winchester 1897 , Caravan Shotgun ecc. ; i found out that these all share in theyre respective esps in the HumanRaceSubGraphData of the race tab , the use of Actors\Character\Animations\Weapon\GripRifleStraight for the npc animations of the rifle wich seem to be the cause of this "Bug" for some weapons , i even tried to extract from the og Animations.ba2 and replace ( ovewrite in MO2) the previous mentioned folder with the Player animations , wich solves the problem only partially because yes the animations now work but they are a lot more stiff ( probably because they are meant for the player and not for the npcs) and it also breaks a lot of other weapons animations wich previously worked , so its a no no. Unfortunally i dont have the knowledge nor the tools to fix this , i hope that someone talented as yourself can look into this .
Good to see that you noticed it as well. I hope someone finds a solution for this. I really want to enjoy these weapon mods but this issue prevented me from downloading them.
As far as I know the solution is to remake all GripRifleStraight animations.
Watch The Rizzler on how to make animations on Youtube. You'll need to extract the vanilla animation, convert them into fbx and then edit them in 3ds 2015 specifically. You'll also need the havok content creation tools among other tools. There is lots of documentation on animating available on the nexus, it's not too bad just lots of steps to follow and it can be tons of work.
Anyone can obtain these tools and this knowledge it just takes the willingness to learn and get your hands dirty :)

Unfortunally i dont have the knowledge nor the tools to fix this , i hope that someone talented as yourself can look into this .
