   Am I mistaken or do both file options fundamentally do the same thing? Or I guess the second option doesn't affect missles and fat man nukes?

      Yes. It was an oversight by Bethesda QA that the Heavy Gunner Perk and Demolition Expert Perk run at the same time and make missle launchers and fat man do 4x damage instead of 2x damage. (Unless you claim it should have worked that way).
