I call this a WTF blueprint (wasn't sure if I could put that in the title) because it adds an overpass from the Red Rocket Truck Stop to the Concord water tower and sets it up as a watchtower. The view from the platform on top of the tower is pretty cool. When I came across the updated version of Borderless Settlements I had to try it, so I created a blueprint. This is the result.
This blueprint is actually an extension of RR Phase 1 and includes it here. You DO NOT need both. If you have installed RR Phase 1, you can nuke that settlement when you install this blueprint. As previosly stated, this blueprint incorporates RSV Walls - Red Rocket Phase 1, and as such uses its requirements. Many of them are optional only. More details are provided on that download page.
As usual, the elevators in my blueprints are powered by their own SOE generator.

IMPORTANT NOTE: If you already have a blueprint using number 34, either change that blueprint number to something else, or change this blueprint number to something else.
This looks nice, simple and clean, and I really like your design and ideas (especially that fence and the ramp between Red Rocket and the tower), but there seem to be too many required mods here, including offsite ones.
I think that's what's putting off most people from trying this mod - newbies will be daunted due to too many mod dependencies, and veterans already have hundreds of mods so they'll be careful not to add many new unknown dependencies (especially those with recorded unfixed bugs), just to get a small settlement and a water tower up and running.
I humbly suggest you should remove some of the unnecessary dependencies, and give a cleaner leaner version, so people can furnish & upgrade it as they want.
Actually I've been working on a much more simple version which connects the Red Rocket to the tower, but I haven't uploaded it yet. Still a couple of things to work out.
