Initial version
This is a fix for the longstanding Vault 75 bug where the key cards don't spawn. There is another fix, but I still got the bug, and after some experimenting, it's clear the bug is an oversight on the part of Bethesda.
By default, the cards spawn in containers or on an enemy, but even in the stock game, there is a small chance they will fail to spawn. On a modded game, the chance they don't spawn rises to nearly 100%. Thankfully, the quest that starts only checks to see if you have the cards, not necessarily where you get them from, so I include a copy of the Lab and Admin cards in the game world where you should find them, just waiting to be picked up.
Both are very near where you'd get them by default, look around.
If you get the bug or it has already triggered, this still works, because my copies will still make the game script for the quest proceed, because all it needs is to see you have a copy in your inventory.
