A long time ago, I found this abandoned preset that has facial expression on another asian forum. Despite she has facial expression, I found her also with a lot of technical bugs. From here, I attempted to repair and create a functional npc, with a variable success. Finally I found the original author, asked him if I can publish his work on Nexus, he accepted. I not deployed her immediately, I waited few month to today.
You must think her like a modder resource. I reworked her as I can with the tools I have, paint, outfit studio, xEdit. If anyone has the time to
do more work on her, he is welcome.
The classic primary problem is the body texture that do not match exactly with the head texture. The second is the neck I have remodeled but need another
touch to finish it and the third is a missing skull back part but hidden by hairs.

This npc work correctly, she spawn on left house when we enter Sanctuary for the first time. She sandbox here, she is registered as Sanctuary settler, without assigned job.
