   You uploaded the wrong esp, it still has the ammo type as fusion cells.

   I think you accidentally uploaded the regular esp from the mod and not your Munitions version. I just checked in-game and in XEdit and I see
   see no Munitions support.

      it's a replacement esp, so yes its just the original esp. As for the lack of functionality in game, this used the laser musket replacer esp as a base, so you probably need that first.

      I have the same problem as the OP
      
      Load order is
      Laser Garand Final I hope Lol
      Laser Garand A Post War Battle Rifle - Replace Laser Musket
      Laser Garand Munitions Patch
      
      When I spawn a rifle in game via the console its using the normal laser engery cell not the Small energy cell which is what I guess you wanted to use?

   Not really using Laser Garand, but will download this mod and endorse it just for the pic alone, almost fell off my chair when i saw that...
