No legendary loot on legendary enemies happens with other enemies as well, not just human types, it's happened to me a few times, although thankfully is quite rare.
Not just rust but also the raider legendaries are affected by this. Yesterday I killed a "Legendary Raider" found no legendary loot I thought it could be the game's LL scripts go wonking again I never thought it could be UFO4P's fault. You could also submit this at UFO4P bug tracker so they can remedy this if so.
