Place Everywhere doesn't use cheat engine, uses F4SE functions.

Sorry for the late reply, been spending too much time on christmas ^^ What you really need is to have the Homemaker, Settlement expanded, and Greenhouse mod working perfectly. This works easiest if you use the NMM. Are you using NMM or downloading manually?
I think you need to look at the load order of those mods, as they contain all the building materials. You can read up on that on each of the mods. It's relatively easy I think.
My load order is >>> 1. Homemaker esm 2. Snap'n build greenhouse 3. Safe SSexp. 4. Homemaker SSex compatible. 5. Snap'n Build Homemaker Ssex compatible. 6. All other mods
Rain occlusion is not working further than 4 blocks due to engine coding (blame Bethesda). To avoid that, put walls around those limits and you might alleviate it. OR, add roofs from Alternate Settlements as they seem to work properly.
