how did you get those wall placements on the ceiling? is there a tool for the game that lets you snap them onto ceilings as well? this place is very amazing!
Place Everywhere and console commands. Use Place Everywhere to copy the placement of a floor or ceiling piece and paste it to a wallpaper, then use modangle to rotate it by 90 degrees in the right direction and modpos to move it to the correct position. In order to tile it you just copy & paste from the first wallpaper to another and then use modpos to shift it (by 256 for the normal size).

This is absolutely brilliant! Zimonja has always struck me a such a lackluster location to build at... but building beneath it? Amazing!
My question for you is, how do you get underground? Is it the climbable ladder? Does that clip you beneath the ground? Can settlers and companions not access the space?
Yes, the ladder animation clips you through the ground. I read in the comments of some other blueprint that used the same trick that companions can be brought down by sleeping there (which should respawn them next to you). I don't think any NPCs can use the ladder.
This is amazing. Already using a pretty big settlement in Zimonja, but maybe next playthrough. That said, very interested in where you got the fireplace build & the TV's; I have all of the mods you list as requirements, and I've never seen either.
The TVs are just the vanilla model pushed into the wall. The fireplace is custom-built. Glass from SOE, rocks from Homemaker (or SOE?) and a campfire inside.
