Winter re-texture for the raiders and replaces the short sleeve under armour

Couldn't find any winter armour for the Raiders, so I did my own.
Simple and lore friendly
Retextures all Armour including Power Armour
Textures made in G.I.M.P
Resized with Outfit Studio to avoid clipping
Adds a couple of meshes to change the short sleeve under armours
Tested in VR so no idea how it will look in the flat version.
Edited the original textures 2k
