   Both main files are the same.  I had uploaded it a second time after the first upload seemed to disappear into the ether.

   Just a heads up. This mod made my character cough the entire time. Even at clear weather. I would advise not to use it

      I've got 100s of hours of using this mod in my own game.  It has never made my PC cough.  In two years no one else has ever reported it either.
      
      It sounds more like AN76 has given your character a disease or poisoning of some sort.  Check your active effects.

      No, I literally started a new game with and without this mod and as soon as I turn on the needs and mask for bad weather feature, my character starts to cough. 
      I don't know what it is. I deleted it and everything went back to normal
