In my experience, it doesn't matter where you put it. I've even tried setting it to a late fix in the mod manager so it'll be one of the last things loaded, yet Preston has a BR55 but still only uses a Laser Musket, random patrols still use pipe pistols, etc.
It seems this mod just flat-out does not work. The long-abandoned ODST Minutemen replacer seems to be the only one with functional UNSC weapons.
Ok from what I can tell this mostly works if you put it above the Minutemen replacement and below the weapon mods but it doesn’t fix all guns. From what I saw it doesn’t fix the battle rifle it fixes the assault rifle sniper rifle and smg. In the short tests I did I never came across a Minutemen with a shotgun, grenade launcher, DMR, or halo reach assault rifle. So I don’t know if it fixes those.
