I'm a fan of Clarity, I'm also a fan of True Nights. So, as per the author's open permissions on his profile page, I've gone ahead and forked his 3.1 True Storms version, and modified the night settings to include the changes from True Nights. During the day, you should have a nice, clear horizon without any distant fog. During the night, True Nights takes over, there's a bit of distant fog, and increased darkness. This also covers all the DLC.
Compatibility
Anything that modifies weather or image spaces will have issues. Due to this mod changing interior cell conditions, I recommend loading it low in your load order. Any mods that add new interiors will see moderate benefit from a patch - which you can create using my scripted patcher.

Install this mod
Install your ENB of choice - I recommend either True Sight, or Subtle ENB, both of which work well with this setup, and are fairly performance friendly.
