I'm assuming this is your first time using a blueprint, yes? You need to have the HUBFramework and Transfer Settlements mod. All the enable options are in the holotape that comes with the Transfer Settlements mod, not in the console command. And technically, you can import this without any DLCs, but some items will be missing, so I would recommend against it.
Thank you for the blueprint, it fits my style a lot better than the last few that I've used for Finch Farm. I have run into the CTD during stabilization process. Every solution you've given in one of the comments don't work. CTD for me at 65%. I have a workaround that proves useful in these situations. QuickSave at 50% stabilization and when it crashed, I'd reload the game and it resumed from there. Despite the setback on my end, it is an awesome looking settlement.

Did it crash every time you import? Make sure you stay inside the workshop area and in workshop mode. Also, have you tried disabling the Workshop expansion and then importing it? It's strange and most likely it's not the problems with my blueprint itself. I always test my BP by importing it to a different save and never have any problems.
