1: was it intended that they have nothing that can be changed or modified in the armor workbench? The only option I have is "No Misc"
2: for some reason there's two entries for it in the chemistry station, both with the same stuff in them. Identical. Was that intended? The only reason I can think of that might be the cause otherwise is that I have the ESL installed over it.
1) Have you opened the No Misc section? Improvements should be available there. I used the standard list given by Railroad Armor 2) Yes, it sounds like just a bug. You can craft any version, they are no different

Could you explain in a bit more detail about the "No misc" list? In my game, No Misc is the only option available for every part... I don't know if I installed it correctly.
EDIT: For anyone with the same problem, I'm stupid. It is NECESSARY to unlock the ballistic weave in game (Railroad questline).
1. Open creation kit and save a blank esp file. Call it whatever you like. 2. The esp file should show up in your plugin file list. Activate it and any armour mod you want to tag to a npc. 3. Open F04edit. Select only the armour mods, your new mod file, and Fallout 4 ESM. If you are using WATM select that too. 4. In either WATM or Fallout 4 ESM expand the folders -> Outfits -> the minute men outfits + Preston, maybe sturges or Mama murphy if they count. Right click and copy as override into your mod file. 5. In the outfit mods ->expand-> armour ->Copy as override armour components into your mod. 6. Inside of your mod open the outfit category, ctrl click all the outfits you want to change ->select compare all selected (fastest route)-> change armour to match the armour components from the mods. 7. Once happy save file. 9. Load your mod file usually last in your plugin list.
And you're done. This can be done for any armour mod. Usually I have one master npc overhaul and just do this to all the factions under it. Takes a bit of time however, as there are more outfits then people think, and armour mods usually have like 4-8 pieces.
Word of warning. You can do these changes anytime in the game and it will not hurt anything. However if npc characters have already loaded with old armour they will stay that way for several in-game days until the system reloads them with new armour. Best to do this with new games so they start off that bat with the armour you want.
Has anyone followed these instructions and made a tactical outfit replacer for the minutemen yet? I have tried playing around in the creation kit and FO4Edit but I really need a video showing me how to do this as I have no experience with modding.
